His career began in Brooklyn, NY in 1983 with the NYC Housing Authority Police Department. Born and raised in Williamsburg, Brooklyn, Frank entered the NYC Police Academy at the young age of 20. Over the (4) years spent at that department, Frank developed his report writing skills, investigative techniques and conflict resolution skills, that would later serve him well through a storied career in law enforcement that would span over three decades. He was assigned to foot and vehicle patrol in the low income housing areas. He was responsible to handle all calls for service, interact with residents, identify and deter criminal activity and report and arrest. He took part in Anti-Crime Unit, plainclothes detail in effort to identify drug locations through undercover purchases, reverse stings and tactical deployment. This would be the first taste in undercover operations that he would later pursue and attain many distinguished assignments and training to become proficient in the handling of tactical operations and drug investigations.
In 1988 he relocated to South Florida where he embarked upon a lauded career with the Boynton Beach Police Department. In 1992, within three years of employment, Frank was promoted to sergeant. He was one of the youngest tenured members to obtain that rank. He supervised and directed a platoon of police officers on an assigned shift. He ensured proper staffing, inspections and equipment and training and provided direct supervision and guidance at the scenes of difficult situations.
In 1993, Frank became the youngest sergeant to spearhead the first community policing bicycle patrol effort. He supervised a team of officers and was responsible for a policing strategy that involved the identification and analysis of specific crime and disorder problems, in order to develop effective response strategies. He utilized foot and bike patrol to engage residents and seek out criminal element. He conducted high profile patrols and positive interaction with the neighborhood residents both young and old.
In 1996 Frank was hand selected by the Chief to supervise and manage the Vice Intelligence Narcotics Unit. His team conducted investigations designed to target and deter middle and upper level drug and vice operations within the City and combat drug and vice operations at a state and federal level. Drug operations consist of covert surveillance, Intelligence gathering, use of informants and the preparation and execution of search warrants. Targets are criminal enterprise, gambling and prostitution rings. Prescription fraud investigations are also conducted by this Unit. During his term as supervisor, his team seized in excess of one million dollars in cash and assets which was turned over to the department and instrumental in the purchase of new electronic equipment for officers within the department, In addition there were no complaints of impropriety against any member of this unit which is a very successful notation given the types of assignments they are engaged in.
In 1999 after much success within the Vice Intelligence Narcotics Unit, the Chief selected Frank to supervise the Internal Affairs Division. Frank served in this capacity and was very successful in handling confidential and sensitive cases of alleged in-house improprieties of department and city personnel.
In 2001, Frank was selected to supervise the Asset Forfeiture Division. He oversaw the departments Asset Forfeiture Unit. He provided consistent regulations in the processing and handling of seized contraband for destruction and ensure accountability. He prepared nuisance abatement files against businesses engaged in illegal activity and control and identify property subject to forfeiture for department use under FL ST, including monies, vehicles, vessels, property and weapons.
In 2003, Frank was selected to supervise the Street Crimes Unit. The unit was involved in the strategic enforcement of street level crimes; such as open air drug dealing, prostitution, burglary/robbery tracking, gang/group intelligence, and quality of life type crimes. The units targeted activities included but were not limited to: neighborhood saturation patrols, prostitution enforcement, narcotics, illegal weapons possession, burglary, robbery, gang activity, and the apprehension of dangerous wanted suspects. The mission was to disrupt and prevent dangerous street level criminal activity within the city of Boynton Beach.
In 2008, Frank was assigned as Detective Sergeant. He supervised the activities of Police Detectives and Crime Scene Personnel, according to policies and procedures established by the Chief of Police. He assisted Police Detectives with difficult and unusual investigations as well as managing the administrative matters pertaining to the operations of the Detective Bureau. He assisted prosecuting attorneys in case preparation and testimony for grand jury and trial; conducted and participated in surveillance and undercover investigations; He was in command of the investigative activities of all police department personnel at the scene of a major or serious crime. He supervised economic crimes and crimes against persons.
In 2009, Frank was directly involved and instrumental in a “Murder for Hire” case, with Dalia Dippolitto. The case received national notoriety and was showcased on the TV show “COPS” and other national media such as “Nancy Grace” and Fox News.
During his near (30) year career, Frank received numerous awards and commendations from the department. They include the Police Combat Cross, Fitness Achievements, Chief’s Achievements, Honorable Service, Exceptional Police Duty, Meritorious Duty and other commendations. In addition, he received the SPI Directors Award for Academic Excellence during the 60th Command Officers Development Course and graduated top of his class.
During Frank’s career he has attained over 5000 hours of specialized training and has participated in the investigations and prosecutions of hundreds of felons.
After retiring, Frank joined one of the largest American-owned security company's in the United States. He was promoted to Client Value Manager and was accountable for day-to-day service and operation of a portfolio of assigned client sites, including client satisfaction, oversight of the employee experience, and coordination of needed support services to resolve problems and effectively manage the accounts.
Despite much success in the private sector, Frank's desire to conduct investigations brought him to starting his career as a private investigator. In 2014 he joined a premier private investigation agency and after two years of service founded his own firm, "Veridical Analysis Investigative Group".
